Esper is an angel who works for Naomi.

He and Ion are sent by Naomi to find Castiel who is hiding the Angel Tablet. They were unable to find him previously because he had been moving to a different Biggerson's Restaurant every day to throw them off. Under orders from Naomi they murder everyone in the Santa Fe Biggerson's to lure Castiel back. There, Naomi begins to interrogate Castiel but Crowley shows up and, with a gun filled with bullets made from a melted down angel blade, shoots Esper in the head and kills him.
