[[Bobby Singer]]<ref name="eight19" /> got into Heaven after he was admitted by [[Naomi]] to complete [[Trials|the second trial]] to seal the gates of Hell. [[Crowley]] also loaned [[Castiel]] 50,000 souls from Hell to make his first stand against [[Raphael]] in Heaven, though he only did so to weaponize their collective energy rather than admit them into Heaven.<ref>[[6.20 The Man Who Would Be King]]</ref>

Since the second trial to seal the gates of hell is to rescue a an innocent soul from Hell and deliver them to Heaven, it's also possible that God changed the rules to prevent Sam and Dean from returning the souls he unleashed back into Hell.
